When can I apply for ILR?

Hi,

I entered in UK on 10th January 2004.
My 10 years are completing on 10th January 2014.

I want to apply for ILR on the bases of Long Residency.
At present I have Tier 1 General which will run out on 16th June 2015.

Question:
Should I apply after 10th January 2014 or Can I apply 28 Days before completion of 10 Years which will be 14th December 2013.
