In previous UKBA guidance, when assessing good character requirements, a case officer can disregard one minor conviction. And there were certain offences which doesn't count as minor

In the new guidance, page 31, it looks like there is no difference between minor or major conviction as long as it is Non-Custodial. e.g. drink driving, without Insurance etc can be disregarded.

See 3.8 Considering Cumulative, Non-Custodial Sentences, it still mentions minor. It perhaps takes into account more considerations i.e. age, nature of offence etc. but it certainly doesn't mean every non-custodial sentence will be disregarded. This now means that even those that are 3+ years old may still be grounds for refusal. However, yes, there is now more scope to potentially disregard certain offences, though, I envisage they must still be minor.
