PAP- Is it waste of time to go for it?

Hi All, Can anyone please tell me whether it is waste of believing the PAP? Can they actually solve the issues or they simply pass the days?

I am waiting for my TIER1(General) Extension from 13.03.12 till now which is 20 months so far and I went to the PAP on 10.10.13 and it has been 41 days but no reply from them. Do they reply something for sure?

Can I ask my MP to email PAP? Please see my informations below, I really don't have any more time as my marriage has been postponed 3 times and there will be no more waiting from the families.

I have applied one week late but I was ill and I have supplied the hospital proof to the immigration. My friends told me that my case will be a discretionary and there is no one in the immigration will take the cases like this! My documents are genuine.

If I go to the court it may takes upto 6 months to finish and I clearly don't have time for it. Can someone please advice me what exactly I should do?

PAP is a legal procedural document and should not be taken lightly.
No, it can not be emailed and certainly not sent by MP.
It needs to be sent to one particular address in the UKBA, there is a special unit for that.
It has to outline legally valid, justiciable claim.
When those conditions are complied with, UKBA usually respondes to PAPs.
And never file a PAP if you are not really prepared to move to Judicial review on day 15.
PAPs is not a stand-alone document, and should not be used to simply threaten UKBA. It is not afraid of you.
It is a required step in a Judicial review process -- in cases other than withholding of imminent removal, you have to send a PAP and give them 14 days -- you can't proceed unless you have done that.
It is true than when the Judicial review unit at UKBA received a PAP form the face of which it is clear that the petitioner's claim is legally correct and potentially justiciable, eg there is a chance HO can eventually lose, they often do respond, because they are under duty to reduce government's litigation costs.
But they may leave it without response if they judge that it is not likely that you will actually be given permission for JR.
