Do i need health insurence ?

i,m getting ready to re apply my EEA FP.
my wife working part time and going school in uk i know the requirements for applying EEA FP are

- Proof of relationship (marriage certificate or birth certificate for children).
- Passports
- A declaration by the EEA national that the non EEA national would be travelling together or joining him (make it simple. One or two lines is enough).
* (If the EEA national has been living in the UK for more than 3 months, then proof of exercising treaty rights i.e. payslips or proof of study etc).
my question is
do we need health insurance for applying EEA FP if wife is going school ?

If she is working part time then she is a worker too. Therefore, demonstrating only worker will be appropriate which won't need any health insurance.
