CONSIDERATION OF PREVIOUS EARNING ON THE BASIS OF ILLNESS

I requested exceptional consideration on my previous earnings on the ground of illness. I submitted medical record to prove this. However, my application was rejected on the ground that they only consider previous earning if the applicant has been studying in the last 12-15 months.

Before I sent my application, I wrote them an e-mail asking if they consider previous earnings because of illness. They repplied that if I have been ill for the period I need to supply a full set of medical records and state this in my application. I did not enclose this repply with my application.

I want to ask for a review on the basis that their decision contradict with what they told me before. I will enclose the their e-mail and and ask them not to consider this as new evidence but simply a way for them to verify the authenticity of already submitted evidence.

Could you please comment on this ground or other grounds which I might include in my review. Your assistance will be much appreciated.
