Which European country is best to live in?

Can people who have lived in multiple European countries share their experiences as to which of the countries are best to live in? One reads about Norway way up in the 'most liveable countries' list, but I would like to hear personal experiences.

I have lived in the US, Canada, NZ, Australia - now in the UK. Am fascinated by continental Europe based on my brief visits, and am thinking of spending a few years in one of the Scandinavian countries.
