EEA family permit refused twice now want to appeal

Hi guys my EEA FP refused twice.
I applied from Islamabad pakistan.
Now i,m going to appeal the decision and complaine so can you guys help me how to appeal the decision and how to complain effectively.
What is the best way to appeal ? can i appeal online? what kind documents do i need for appeal ?
i,ll really appreciate your help thanks

why the refused your application. Any reason they mentioned?

EEA Residence Card : 07/2010 - 7/2015
EU Settled Status: Confirmed on 16th July 2019
Naturalisation : Confirmed on 02nd Oct 2020
Passport Approval : 21st Feb 2021
