Can work permit holder become depedant of hsmp

Hi i have work permit for 4 years,which was granted in 2005
but iam not working at the moment(nearly 1 year)
Can my wife file for an HSMP and can i become a dependant.
My wife is currently on working visa dependant and she is working from past 15 months.
