Passport for UK born baby with ILR parents

Dear Members,
Me and my wife got ILR last year. We been blessed by second baby boy last month. I believe he is British by birth but we went to submit his passport application using Post Office check and send service but they refused to send it and asking for naturalization certificate. Also, in the passport application there are no options for ILR parents to tick or prove.
Any suggestions what we need to do?
