Tier 1 General Dependent Visa Rejected

Hi Experts,

My wife's Tier 1 (General) dependent visa is rejected, because marriage certificate is not included in the application.

I rejection letter says the same. Infact, she missed to include the marriage certificate in the documents set.

I wanted to appeal. My question is, Is it allowed to provide marriage certificate in the appeal application?
