I dont think a japanese need visa to enter uk and moreover if you are in uk you can just move to ireland and get your wife an eea stamp but you must be working ir self sufficient to get her a resident after 3months in ireland. But working its your bet best to get it easily a resident card for spouse as a family of an eea living and working in ireland.
