Conditions for Tier4 Dependant switching to Tier2

I have a quick query plz help me if someone have knowledge
What are the condition for switching from tier4 dependant to main applicant of Tier2
I mean to say that the conditions which are for PSW visa holders

Tier 4 dependent can switch to tier 2 but they need labor market test and restricted COS and job should be equal to NQF level 6 or job should be in short list occupation to avoid labor market test but still need restricted COS

In other words same rule if u apply from outside the UK.
