hi,
A friend of mine holding dual nationality British and Pakistan. He left UK to live his pakistani wife three years back. His son was born in Pakistan as well. he would like to bring his family to UK now, i wonder if someone could advise on the below:

a) can he get the british passport for his son from UK embassy in pakistan?
b) to bring his pakistani wife to UK, what procedure he needs to follow?

a) Yes assuming he was British when son was born

b) Does he have £62,500 or more in savings or otherwise pass the finance test?

yes he was british when son was born.
he doesnt have that much savings so what would he has to do to pass the finance test?

Have been working for at least 6 months in Pakistan earning the equivalent of £18,600 per year and have a confirmed job offer in the UK to start within 3 months of arrival with minimum annual earnings of £18,600. Does he have any savings at all over £16,000?

he has been doing business in pakistan for more than 2 years....
he doesnt has good savings in form of cash, may be £1,000 to £2,000 but he has a good savings in form of jewellery and prize bonds....if all(cash and other assets) equalize or exceed the figure of £16,000, would it be fine to apply?

what procedure he should follow,

first making the british passport of his son from UK embassy Pakistan (if possible) then spouse visa for his wife?

or any other way?

The son's passport is easy, the wife's spouse visa not so. Given the circumstances outlined I reckon the only way is for him to move to UK, secure employment for six months at £18,600 a year or over, then wife to apply for spouse visa, ensuring she meets the other criteria too such as English language, TB test...

The £16,000 won't count even if converted to cash.

does that mean even if he converts his assets into cash of or more £16,000/- it's not helpful to apply from pakistan and bring her wife with him?

also is there any law favoring her wife to get the INDEFINITE LEAVE on the bases of living together with her british husband for 4 years abroad?

The savings would only count for over £16,000 - and then it's got to be divided by 2.5 to see how much of the shortfall in income it makes up. So if you had no income at all - you'd need to show (shortfall * 2.5) + 16000 = (18,600 * 2.5) + 16000 = 62500.

On the second point - that rule used to exist - it was abolished in July 2012.
