fresh application with new company after refusal

Hi,

Is it possible to make a fresh application on new grounds after refusal rather then showing my old company. can I change my entire application with another company as I am interested in buying a franchise and want to make application fresh application on basis of that.

Please reply. Any valuable suggestions will be appreciated.
