Canadian Permanent Resident applying visa from USA

Hi,
Can an Indian citizen who is also a Canadian Permanent resident but currently in USA on a visitor visa apply for UK visitor visa from USA?

Do you think doing it this way makes the visa application very weak since it is not being done from country of resident or citizenship?

Additionally, if someone is unemployed does that make the visa application unsuccessful?

For a general visitor visa one can apply from any country. Whether your application is weak or strong will depend on how convincingly you can demonstrate that you will leave the UK at the end of the visit.
