If you are able to show that you (as the sponsor) have been earning the equivalent of £18,600 per annum in the EU state and have a confirmed job offer in the UK to start within 3 months of arrival, again earning £18,600 p.a you could apply for a spouse visa under UK immigration rules. However, this is involves expensive visa fees, £956 initially + £600 NHS surcharge covering the initial 33 month probationary period. (It's a 5 year route to settlement, and requires an extension, again with a visa fee of currently £649 + another NHS surcharge of £500. An application for Indefinite Leave to Remain (permanent residence after 5 years) is currently £1093, although likely to be increased before your husband has completed the 5 year period.
Alternatively, if as the sponsor you have been 'exercising your Treaty rights' in your current EU country of residence through study or employment you appear to qualify under the Surinder Singh route, which doesn't have financial conditions and your husband wouldn't have to pass the pre-entry A1 level English test. It's also a 5 year route to permanent settlement, with only a £65 fee for formal confirmation of Permanent Residence (PR)
