Am I required to include a cover letter with all the documents am submitting or is it not necessary if I already provided more documents then they asked for?

A cover letter isn't mandatory unless your wife is submitting her application in person at a PSC and you are unable to attend with her. i.e you would have to submit a supporting letter and explain your absence.
