First British passport for child

My daughter was born this year in Hungary. Due to Hungarian law because I was not married to her mother at the time of her birth my name was not added to the birth certificate.

I applied for her British passport and then HMPO requested me to apply for a Confirmation of British Nationality Status letter. I have no idea why I have to do this because in my opinion it is very straight forward. This is what I submitted:

For my daughter’s automatic claim to British citizenship 3 things had to be established:

1. That I am British otherwise than by decent – My original naturalisation certificate and birth certificate were submitted.
2. That she is my daughter – Original DNA report by HO approved provider was submitted, which according to the Nationality Act ranks higher than a birth certificate to establish paternal relationship.
3. She was born on or after 1 July 2006 – My daughter’s original birth certificate was submitted.

Any idea why HMPO would request this letter which can take up to 6 months?
