Does HO contact referees ?

can someone please clarify if HO contacts referee's and how do they contact, via email, post or telephone?

Do they always contact or it depends on the case worker?

I have applied for neutralisation and one of my referee is now out of country for few months, don't know what will happen it HO contacts him and how they will contact him.

They don't usually contact referees.
