British Passport Application - Received Documents

Hi

I applied for a British passport on 15th Dec 2015 through Post Office Check and Send. This morning i received documents back but they sent me my photo which had counter signature also along with my Indian passport and naturalization certificate.

So i am little bit concerned that why they sent my photo back, Do any of you have any info about this?
