Clarification on non-custodial sentence

It is stated that for 'non-custodial offence,' that "application will normally be refused if the conviction occurred in the last three years'.

Can anyone help on how the 'three years lapse' is determined? Should it not be just after the three years have expired from the date of conviction? For example, if the sentence is given on 1st January 2013, should an application for citizenship not be made any time after 1st January 2016? A bit confused on the interpretation of 'in the last 3 years.'

A help on clarifying this will be greatly appreciated.
