Seeking advice for moving in EU country

Seeking advice for moving in EU country

Dear Members,

Asking on behalf of one of my friend (worried about BREXIT). I have couple of questions to ask regarding long stay in some EU country.

My friend is British National. She and her unmarried partner are planning to move either Holland or Belgium or France. They are living together in UK for more than 2 years. Her unmarried partneris no-EU national and is on Entrepreneur Visa with residence permit in UK.

Is this possible if my British friend goes to any of the above countries and file the application of EEA family member residence permit while her unmarried partner is in UK? OR in case unmarried partner has to be present in Holland (or any other above mentioned countries) to file the application for residence permit then which entry visa he requires whether family visit visa or schengen visit visa?
Some visa agents told them that unmarried partner can travel to EU on his residence permit of UK.
Please guide.

A domestic BRP won't be recognised in Schengen zone.

Non-EEA national to enter Schengen with a Schengen visa.

Non-EEA national needs to be in the target memberstate in order to apply for a RC in that country; (the clue is in the name: residence card).
