HSMP for Romanian nationals residing in Romania

Hi,
I am a Romanian citizen, living & working in Bucharest, Romania. I do have a job offered to me in UK and I can met the highly skilled programme requirements.

However, after consulting the Home Office site I am a little bit confuse about the form I must complete & send to the Home Office.
In the "GUIDANCE FOR NATIONALS OF BULGARIA AND ROMANIA ON OBTAINING PERMISSION TO WORK IN THE UNITED KINGDOM" document it is written:
[...]
21. The form you should complete will depend upon your circumstances and the document you are applying for:
[..]
(ii) If you are applying for a registration certificate confirming that you are exempt from the requirement to obtain a work authorisation document because you are highly skilled you should complete form BR2. [..]

But, form BR2 states that "You should complete this form if you are a Bulgarian or Romanian national residing in the United Kingdom and you are Highly Skilled"

My case is that I am a Romanian national, I am Highly Skilled but currently I'm residing in Romania. In this case what form I have to complete? I didn't find the answer on the HO site. Anybody here knows something about this for sure? Anybody from Bulgaria or Romania had this problem to deal with? Which road did you take? (classic HSMP application or BR2, and in case of BR2 what did you wrote at "Address in the UK"??)
It is kind of urgent to solve my work permit situation. Because I have not given the bloody IELTS test, now I must wait until 1st of March to take it and have the results. With BR2, you don't need to have IELTS score inculded in the application.
