hi mr. shukla,
You can ask for a special certificate from your university. It should say,
( Your name as is in your degree certificate, your degree, exam held date and course was taught in english)

I certify that shri.......passed the B E degree ( 4 Year degree course ) exaamination held by this university in may 2000 in first class.
I further certify that the medium of instructions at the said course was english.

Per the guidance notes, the letter should indicate the degree recipient's name, the degree that was conferred, when the degree was conferred, and the language of instruction for said degree. Examination dates do not substitute for degree conferral dates, and would only be relevant if the applicant is a graduand. Degree class is not relevant.

The dean of my college wrote the following, on college letterheaded paper:
To whom it may concern:
I write on behalf of [full name], who was awarded the AB degree in [course] from X college, X University, on day-month-year. His AB degree course here at X University was taught in English.
Please do not hesitate to contact me if you have any questions.
Yours faithfully
[dean's name, titles, email and phone contacts]
