Hello. My father went to the uk on an HSMP visa in 2004. He took the rest of us family with him. He had a one year visa after which he apploed for an extention and he got a visa from 2005 to 2008. In 2008 he applied for another extention for which he got a visa from 2008 to 2011. However due to family issues he was forced to come back to pakistan along with us in 2008. We stayed there from 2004 to 2008 with a three year visa uptill 2011. Can he apply for an ILR now given that we had legally been in the uk for around 4 years and a further visa extention uptill 2011?

NO. You can apply ILR if you have lived in the UK continuously for 10 years. If you are out of 180 days any year during this it reset your clock.
You and your family left in 2011 so you cannot apply for ILR !

Hey so i lived in the uk on a dependent visa from 2004 to 2008. I will be going to the uk this month on a student visa for 4 years. Suppose after 4 years i applly for a further 2 year student visa to study masters phd etc, can I then apply for an ILR given that i will then have spent 10 years legally in the uk?

No. You need to have 10 years continous residence. You cannot be out of the UK for more than 180 days per year. Its been 9 years since you have been out of the UK.
Your clock will start again the day you enter in the UK now.
