HSMP New Zealand EC Australia

Hi! There,

My Situation is a bit tricky. I am a New Zealand citizen and I am planning to apply for HSMP from New Zealand and then move to Australia. Can I apply for EC when I am in Australia or do I need to come back to New Zealand to apply for EC?
