Stamp 4 EUFam - Residence Permit after leaving Ireland

I have a doubth and I would like to be help please.

My mother who holds a 4EU Fam residence card left Ireland over 3 years ago and now she would like to visit us, just wonder if this residence card still valid to enter Ireland or does she need to apply for a visitor visa? My husban is the EU citizen and he sent an email to EU treaty rights informing about my mother leaving Ireland by then). Thanks

(5) The validity of a residence card shall not be affected by any of the following
on the part of the recipient of the card

(a) temporary absences not exceeding 6 months in a 12 month period;
(b) absences of a duration longer than 6 months in a 12 month period for
compulsory military service;
(c) one absence of a maximum of 12 consecutive months for important
reasons such as pregnancy and childbirth, serious illness, study or
vocational training, or a posting in a Member State or a third country.

this is in the regulations 2015 under which your mum card is issued so she exceeded the limit

even a permanent residence card holder losses his/her right when they leave state for over 2 years
