FLR(M) questions

Hi, I've been keeping an eye on this board and it's been really helpful!

I have a few questions - we are looking to apply to extend my husbands visa as he has been here 2 1/2 years. We had hoped to do the one day decision but it seems that's out of the question now.

Can you get premium service for FLR(M) under the new system? How much does it cost? Or what is the quickest way to get a decision along with the cost?
