H1B Express Processing? Does it Exist??

I've heard so much about H1B express processing...that it can speed up the process to as little as 15 days!! Of course the cost is high, over $1000, but does that actually exist or is it a scheme???

It's probably something that employers can do to get people with a desperately needed skill through as quickly as possible. My girlfriend's former housemate had it a few years ago.
