possibility of being extended in giving notice of marriage

Hello Users

I am a non-EU student in the UK (Tier 4) and the same with my fiancee. We have given notice of marriage in our local council but they told us that the Home Office "may" extend the notice period to another 70 days.

Based on your experiences, what is the possibility for Home Office to do this?
