Where did you read that you can't apply for £50K route outside of UK ?
The immigration rules Appendix A Table 4 only states:
(ii) has, or was last granted, leave as a Tier 1 (Graduate Entrepreneur) Migrant.
That seems to indicate that you don't have to have a current T1(GE) visa to apply for the 50K route, as long as
you did not have another UK Visa in between.
Gov.uk site has a statement:
Apply as a former Tier 1 (Graduate Entrepreneur)
You can apply if you have a Tier 1 (Graduate Entrepreneur) visa and want to change (switch) your visa.
But even that does not eliminate an entry clearance application.
