Tier 2 ICT issued in July 2010

Hi, I have been on a Tier 2 ICT Established Staff category Visa since July 2010 i.e. continuous residence of almost 9 years now. Can I now switch to another Tier 2 ICT Visa (same company, but different entity) from within the UK (my salary is >£120k) please without cooling-off. And secondly, will the time spent under the old Tier 2 ICT Visa count towards ILR long residence i.e. can I still apply for ILR long residence in July 2020?
