ILR Qualifying period calculation

I am holding Tier 2 General Visa, sponsored by my employer. Below are the relevant dates

Date of visa application (submission of documents): 28/09/2015
Date of Issue : 25/10/2015
Date of Entry : 04/12/2015
Date of Expiry : 01/10/2020

Based on the date of issue, I become eligible for ILR application on 28/09/2020 (25/10/2020 - 28 days). Is that correct?

Based of below reference, can I be eligible for ILR application on 01/09/2020 (Date of application 28/09/2020 - 28 days)

Referring to page 9 of https://assets.publishing.service.gov.u ... .0-EXT.pdf document published by Home office, can you please help me identify the earliest date on which I can apply for ILR.

Applicants can submit a settlement application up to 28 days before they would reach the end of the specified period.

You must calculate the relevant qualifying period by counting backward from whichever of the following is most beneficial to the applicant:

• the date of application
• the date of decision
• any date up to 28 days after the date of application

The blue bit you have quoted relates to your ilr application and not your initial visa application dates. It clearly states Settlement application.

Your qualifying period starts from initial visa issue date.
