Dependent child of a British Citizen coming to UK wih his mother

I am a British Citizen, having settlemt in 2009 through 10 years route.

My wife, who is in Pakistan, has never been to UK due to family circumstance.

I want to bring my 17 years old dependent son who is studying in O level and staying at school boarding house.

Please guide me about the procedures, (Step by step) how to apply from Pakistan for his Visa.

I am a British citizen. Can i bring my under 18 child to UK on a settlement visa while his mother will be applying on a visitor visa?

The reason why his mother can not come on settlement visa is because of english language barrier which she can not pass.
