Tier 4 DES to Tier 2 - Gap between end of T4 visa and start date on COS

Hi.

My wife is nearing the end of Tier 4 DES (valid until 27-Jul-2019). Her new job (thankfully!) starts on 1-Sep-2019 as per the CoS (unrestricted) that would be generated soon. We can apply in country for the switch to Tier 2 before end of Tier 4 DES. But the regulation is also that application cant be before 3 months of the CoS Start date. This means can we apply any day after 1-Jun-2019.

Based on this I have the following queries:
- Are all Tier 2 visa in country switch given a valid start date of visa as on the decision date?
- Is there a limit on the gap between the decision date and start date on COS that applies here? i.e As long as the application is not made before 3 months of the COS start date will it be ok?
