Countries grouping for HSMP income assessment is Logical?

Hi Gurus,
Can anybody share how home office has categorised the different countries into different groups to assess the past earning of any individual applying for HSMP?

Is this division logical?I am wondering if how Home Office has categorised Australia and New Zealand, putting Australia in Group A while New Zealand in group B.

I am living in Australia and know the fact that average income of a skilled person with 5-7 years industry experience is between AU$50-60K.How UK home office has assessed that a skilled person in Australia is earning more than AU$100K/Annum?

Looking forward for comments from moderators.

I am talking about IT industry here in Australia.Average salary with 5-10 years of experience is AU$50-70K per Annum, whilw Home office has assessed that skilled people can get more that AU$100K, which is annoying
