ILR 10 years Route

hi, i have granted my first visa on 8th october 2009 and i entered in uk on 24th october 2009, i have heard i can apply 28 days prior to qualifying date. in my case will that be counted from 8th october when i got visa or from 24th october when i entered in uk’ 10 september 2019 or 25th of september 2019?
