IRL TO BRP PROCESS

Hi I really need help here I made a brp application back in feb 2019 so I went for the biometrics appointment done and it was free because it was a replacement brp I was applying for witch is wrong I should of applied for My first brp but the home office realised and sent me a letter and told me that I can get a brp but I will need to send them back the letter they sent me in a Enclosed envelope and my payment details thinking they will take the payment for the brp fee but that wasn’t the case couple months later I ring up the help line to get a update or a bit of light to find out what’s going on and if it usually takes this long I made the application on feb 2019 and they didn’t tell me to submit a new meaning the same application is running they just ask me to send back the payment details in the enclosed envelope so back to the call they tell me at the centre that home office will ring me in 5 working days 5 working days gone I ring them back and they said my case has been sent or should I say referred to Sheffield UKVI I DONT UNDERSTAND WHY ? but yeah I was confused and I asked them how long till I get a update or a call they said they don’t know even though it’s been over the time limit don’t make sense I need help I have contacted My local MP To look into this aswell if they can help but I really don’t understand this why not have a number why not have a email to contact how is this good service atleast they could of told me do this or do that but up till now I’m confused I wanted to fly out in September to see my family nan is very sick and it’s just a headache

Have they taken the fees ? If not why didn't you apply again for the BRP ? Getting a BRP is NOT free
