Hello, I am currently waiting for my mothers visa decision. We have not received an email saying that it is received by the decision making centre in Manila.

I just want to ask, when your application is lodged with the UK decision making centre, do they strive to decide before your planned travel date? or do the decision sometimes arrive past the planned date of travel? We have indicated there that we are planning for her to leave on 27/07/19.

It just depends how busy they are. I applied for my in laws stating travel date is 4th july and visa arrived on 13th july.
