Tier 2 ICT dependent to Tier 2 General

Hi,

I and my wife were employed separately with individual Tier-2 ICT visas from 2017 in UK. Recently in June 2019 my wife got converted into Tier-2 ICT dependent visa as my dependent. And she switched to a new company.
The new company can sponsor her a Tier-2 General visa. My question is does she need to complete the 12 months cooling off period of her previous Tier-2 ICT visa which ended in May 2019. So that she can only be eligible for sponsorship from May 2020?
Or can she apply now for Tier-2 General with a sponsorship from her current employer? I do understand to get a Tier-2 General she will have to travel back to home country and apply from there.
Any past experiences or suggestions would be helpful.

Yes, the 12 months cooling off applies. She needs 12 months on a dependent visa before she can apply for a Tier 2 General.
Or can she apply now for Tier-2 General with a sponsorship from her current employer?

No, not unless she is being offered a salary of £159,600 or more.
