Can my first cousin’s husband be chosen as referee?

Hello,

I have added my first cousin’s husband as one of my two referees for my naturalisation application. Is he considered a relative by the UKgov Immigration Dept? Additionally if he was, and I have already added him and pay my fee, can I change referee?

I suggest not using a referee who is a relative. I suggest a new referee and sending it to the Home Office.
