How To Get My Refund Faster

Hi, I had applied for a Tier 4 Visa, did not booked an appointment and had to cancel my application. I had read some threads here that made feel worried about the time it took to get the refund. On the cancellation page I clicked on "my travel plans had changed..." and then I clicked to request my refund. I requested the refund a few days a ago and the status they show is still:

"We have received your request for a refund.

If your request for a refund is successful, your visa application will be cancelled and your money will be returned in the next 28 days. Your refund will be made to the same account you used when you paid for your application"

This kinda makes me angry: As I said before, I had not booked and should have the right to be refunded, so, why would they consider a freaking request for a refund unsuccessful and steal my money? I really just want some advice on what should or if I should do something now. Thank You.
