ICT to ICT Dependant and the T2 Gen

Hi ,

Myself and my husband both are in Tier2 ICT since 2016. My husband is now getting a job who are ready to sponsor him CoS for Tier2 General.

My questions are :
1.Can my husband become ICT dependant on me and then apply for Tier2 General or he has to stay as Tier ICT dependant for 1 year and then only can apply for tier2 general?
2. If my husband stays in UK as tier 2 ICT dependant for 12 months (if that is required) , can he apply for tier2 General at the end of 12 months period from within UK or he has to apply from home country ?

2. He can only apply for Tier 2 General from home country.
