EEA1 / EEA2 advice needed ----

Just a quick question for a friend, she's a polish lady and started working in UK from May 2006-March 2008 for the same employer,while got a new job in Jan 2008 till now (that was running concurrently with her previous job till contract ended in March 2008).She got i think misguided and applied for the Workers Registration Scheme paid £90 and got her bits,i.e the registration cards and all.Now she wants to apply for her non-EEA national hubby for him with the EEA2 form.Now the question is shouldn't she have applied under the EEA1 for her 'registration certificate' having obviously worked in the UK for 12 months non-stop as is the requirement,though she never registered for the WRS in 2006 before commencing employment OR is it a prerequisite to have registered on the WRS in 2006 before starting work?Can she still apply for the registration certificate or what can she do? Does one need to have been registered on the WRS for 12 months to apply for EEA1 or does working 12 months without registering on WRS count towards getting EEA1?
Any constructive advice would be highly appreciated.
