Can someone please confirm if there is any requirement for 6 month passport validity for applying In country Tier 2 general (transfer) UK visa.

I have got a Parking charge notice (PCN) through a private parking company (in my apartment car park) for failing to display my permit. I paid the fine on time. Do I need to declare it in my visa application?
