Tier-2 Cooling Off Period - Recent Changes?

Hi, I am on Tier-2 ICT Long Term Visa ending on early May which is extended till 31st due to COVID, friend of mine called and told me that the earlier 12 month cooling off to switch from Tier-2 ICT to Tier-2 General has been waived off from April 2020, is that true? I cannot see any updates on gov.uk or any other forums. Did any updates recently had come out on this?
