Tier 2 Application within UK

I am currently in the UK under the Tier 5 Visa (Youth Mobility Scheme) with my visa expiring end of May. I received a CoS from my employer and would like to apply for Tier 2 from the UK (which is doable with the COVID situation) but I am not sure how as the first question when filling the application is "where are you applying from?" with UK not being a choice. I would like to know how to proceed.
