Tier 2 dependant visa extension

Hello all,
Hope someone could help with my confusion regarding the Tier 2 dependant visa extension.
My husband started to work using Tier 2 General visa from Sep. 2015 so he would be eligible to apply for ILR next month.
Me and my child got our first Tier 2 dependant visa a little later in Dec. 2015, which means that we need to apply for another Tier 2 dependant extension next month.
The question here is that during the online application process
1) I am asked 'Does Mr XXX (my husband) have indefinite leave to remain or British citizenship?' Shall I answer 'Yes' or 'No' as I believe that when answering this question my husband should be waiting for the decision from the Home Office to his ILR application
2) Another question is that since to apply the Tier 2 depandant extention, we need to pay for the IHS (immigration health surcharge). A question is asking ' The visa expiry date of the person you're joining or remaining with' . A bit confused of this date but we believe it'll definitely determine how much we need to pay for the IHS fee.

Hope some of you had experience or knowledge of this issue could help.
