Is a passport photo required? Tier 1 EC w/ HSMP approval

Do HSMP letter holders have to submit a passport photo with their application for Tier 1 EC under the provisional process for HSMP holders, or has this been replaced by the photo that is taken during the biometrics appointment?

The NZ BHC site suggests that a passport photo is not required. It says:
Please ensure you have the following in your application package:

1. A signed printout of the online application form
2. Appendix 1 (as you already have the HSMP letter, you will only have to complete the maintenance part of this appendix)
3. Original HSMP letter
4. Evidence to show you meet the maintenance requirements.
