Spouse ILR/visa following partner death

Hello CR001, and all,

I'm posting this question on behalf of a close friend of mine, whose husband unfortunately passed away last week, so I'm trying to help her get things straight.

Current State:
- Her husband was a British citizen.
- She joined her husband in the UK 2 years ago on a spouse visa.
- Her spouse visa expires on 26/9/2020.
- She had already had an appointment to renew her spouse visa on 15/9/2020.

Questions:
1- Is her spouse visa appointment still valid? should she still go?
2- On initial research, my understanding is she's eligible to apply for ILR under https://www.gov.uk/visas-partner-dies. Can you confirm?
3- Assuming 2 is correct, What's the best course of action, does she lodge a new application? try to change the existing one?
4- Any chance of refunding the spouse visa renewal application fees?
